If the executive branch of the government (i.e. the President) can and does pick and choose which laws will be enforced, contrary to the Constitution (Article II Section 3 "...he shall take Care that the Laws be faithfully executed, ...), then why would Congress agree to any legislative compromise knowing that the President may not feel obligated to uphold his end of the bargain?
